The Educational Opportunity Program (EOP) provides access to higher education for students who are historically low-income, underrepresented and/or disadvantaged who have the potential to succeed at a university. The program provides comprehensive support services for admission to CSUSB, academic advisement, career and personal counseling, tutoring, financial assistance and information about graduate school.
Are You Eligible for EOP?
Every fall semester, the EOP at CSUSB accepts first-time freshman and transfer applicants who:
- Meet specific academic requirements
- Meet income guidelines
- Demonstrate a need for academic assistance and support
- Demonstrate academic potential and motivation to succeed
- Are a California resident or qualify for a California Nonresident Tuition Exemption
CSUSB also hosts the EOP Renaissance Scholars Program, open to current and former foster youth.

How to Apply to EOP
Applying to CSUSB’s Educational Opportunity Program starts with completing the Cal State Apply application and the EOP application for priority consideration by the deadline. You’ll need to gather recommendation forms and transcripts and submit an application for financial aid (either the Free Application for Federal Student Aid, FAFSA, or the California Dream Act Application, CADAA).
Important: Approval for the EOP program is determined only at the time you’re admitted to the CSU and is not open to existing CSUSB students. If you didn’t indicate you’re interested in applying to EOP when completing your Cal State Apply application, you can go back and update your application.
