Introduction to Credential Processing

The Credential Processing staff supports the candidates of the James R. Watson and Judy Rodriguez Watson College of Education credential programs. We offer guidance and resources related to the subject matter and U.S. Constitution requirements, provide credential eligibility status evaluations, assist former CSUSB credential program completers with credential licensing verification for out of state, and submit recommendations for eligible candidates to the Commission on Teacher Credentialing (C.T.C.) for the issuance of a California teaching or services credential.

Services

Our staff evaluates and verifies the candidate has successfully completed our commission approved credential program for eligibility and issuance of a California teaching or services credential. In addition, we provide information and assistance related to the subject matter and basic skills requirements, as well as assist former CSUSB credential program completers with credential licensing verification for out of state.

Applying for My Teaching/Services Credential

The submission of the Application for Credential Recommendation form, processing fee receipt and required documentation initiates a program evaluation and the formal credential recommendation by a Credential Analyst to the Commission on Teacher Credentialing (C.T.C.). All college transcripts must be on file with the university and all applicants must have a valid Certificate of Clearance or California credential/permit on file with the Commission on Teacher Credentialing (C.T.C.) prior to applying for the credential. All candidates must be officially and unconditionally admitted to the University and to the appropriate credential program to be formally recommended for the credential by CSUSB. Complete applications (excluding Designated Subjects) may be submitted via email to credrec@csusb.edu.

Adapted Physical Education Added Authorization

All candidates are required to hold a valid California teaching credential authorizing the teaching of physical education in any grade K – 12 or a credential authorizing instruction or services in special education.

Complete applications may be submitted at the beginning of the last term of program coursework and after all program requirements have been successfully completed.

The recommended credential issuance date will be the official program completion date -OR- if two months have passed since the official program completion date, the recommended credential issuance date will be the date the completed application was officially accepted by Credential Processing.

Clear

  • Advising Form - Submit the Kinesiology Adapted Physical Education Advising Form completed and signed by the Program Coordinator.
  • Program Coordinator Verification – Obtain approval via email from the Program Coordinator verifying eligibility to proceed with the credential application.
Administrative Services

All candidates are required to hold a valid California clear or life basic/services credential (excludes Emergency, Short-Term Staff and Provisional Internship Permits) requiring a bachelor’s degree and program of professional preparation, including student teaching/field practice, or a valid California clear or life Designated Subjects credential, provided the holder also possesses a bachelor’s degree or higher.

Additionally, all candidates must submit verification of at least five (5) years of successful full-time teaching or service experience from the personnel office (with an authenticated electronic signature). NOTE: Full-time experience is defined to be a minimum of four hours per day, five days a week, for 75% of a school year. Substitute or part-time service does not apply.

Intern

The employing school district/agency is required to have a valid Learning Site Agreement (aka: Memorandum of Understanding) on file with the Program Coordinator and university. The recommended credential issuance date will be the beginning date the employing school district/agency specifies on the Internship Employment Contract/letter. Please note the beginning date of employment cannot be prior to the intern eligibility date and more than two months prior to the submission date of the credential application. NOTE: The term of the internship credential may be limited due to the expiration date of the prerequisite credential.

  • Intern Employment Contract - Submit a copy of their Internship Employment Contract/letter completed by the employing school district/agency personnel office (with an authenticated electronic signature) containing the intern position and beginning date (month/day/year) of employment.
  • Intern Eligibility Letter - Submit verification from the Program Coordinator confirming internship eligibility status.
  • Program Plan – Submit an Intern Program Plan completed and signed by the Program Coordinator.

Certificate of Eligibility

Complete applications may be submitted at the beginning of the last term of program coursework and after all program requirements have been successfully completed.

The recommended credential issuance date will be the official program completion date -OR- if two months have passed since the official program completion date, the recommended credential issuance date will be the date the completed application was officially accepted by Credential Processing.

  • CalAPA - Submit the official passage of the CalAPA Cycle Performance Summary Score Report (pdf with unique barcode).
  • Program Plan – Submit a Program Plan completed and signed by the Program Coordinator.

Preliminary

Complete applications may be submitted at the beginning of the last term of program coursework and after all program requirements have been successfully completed.

The recommended credential issuance date will be the date provided by the employing agency on the CL-777 form. Please note the date cannot be prior to the program completion date or more than two (2) months prior to the submission date of the application.

  • CL-777 – Submit Verification of Employment as an Administrator form completed by the employing school district/agency personnel office (with an authenticated electronic signature).
  • CalAPA - Submit the official passage of the CalAPA Cycle Performance Summary Score Report (pdf with unique barcode).
  • Program Plan – Submit a Program Plan completed and signed by the Program Coordinator.

     

Bilingual Added Authorization

All candidates are required to hold a valid California Preliminary or Clear Multiple Subject or Single Subject teaching credential with an English Learner authorization.

All candidates must be officially and unconditionally admitted to the University and to the Bilingual Added Authorization program to be formally recommended for the added authorization by CSUSB. Complete applications may be submitted at the beginning of the last term of program coursework and after all program requirements have been successfully completed.

The recommended credential issuance date will be the official program completion date -OR- if two months have passed since the official program completion date, the recommended credential issuance date will be the date the completed application was officially accepted by Credential Processing.

Clear

  • Program Plan/Advising Form - Submit the Bilingual Added Authorization Advising Form completed and signed by the Program Coordinator.
  • Program Coordinator Verification – Obtain approval via email from the Program Coordinator verifying eligibility to proceed with the credential application.
Education Specialist

All candidates (excluding Early Childhood Special Education) must submit verification of subject matter. The subject matter requirement can be met via one of the C.T.C. approved options (CTC Subject Matter Requirements). Candidates demonstrating subject matter via the CSET examination must submit the official results (pdf with unique barcode) for all subtests.

Intern

The employing school district/agency is required to have a valid Learning Site Agreement (aka: Memorandum of Understanding) on file with the Program Coordinator and university. The recommended credential issuance date will be the beginning date the employing school district/agency specifies on the Internship Employment Contract/letter. Please note the beginning date of employment cannot be prior to the intern eligibility date and more than two months prior to the submission date of the credential application.

  • Intern Employment Contract - Submit a copy of the Employment Contract/letter completed by the employing school district/agency personnel office (with an authenticated electronic signature) verifying employment as an intern, the specific intern setting (ECSE, MMSN or ESN), and beginning date (month/day/year) of employment.
  • Program Plan – Submit an Intern Program Plan completed and signed by the Program Coordinator.

Preliminary

Complete applications may be submitted at the beginning of the last term of program coursework and after all program requirements have been successfully completed.

The recommended credential issuance date will be the official program completion date -OR- if two months have passed since the official program completion date, the recommended credential issuance date will be the date the completed application was officially accepted by Credential Processing.

  • EdSp CalTPA - Submit the official passage of the EdSp CalTPA Cycle Performance Summary Score Report (pdf with unique barcode).
  • RICA* - Submit official passage of the RICA examination (pdf with unique barcode).
  • U.S. Constitution - Submit official verification of successful completion of a college-level course or approved examination covering the United States Constitution.
  • CPR – Submit verification of a valid CPR card/certificate verifying hands-on training covering infant, child and adult (on-line CPR training is not acceptable). The card/certificate needs to include agency information, candidate’s full name, specific training, the issuance and expiration dates (month/day/year).
  • Program Plan - Submit an updated Program Plan completed and signed by the Program Coordinator.

*Effective July 1, 2025, RICA will be replaced with the Foundations of Reading Examination.

Multiple Subject

All candidates must submit verification of subject matter. The subject matter requirement can be met via one of the C.T.C. approved options (CTC Subject Matter Requirements). Candidates demonstrating subject matter via the CSET examination must submit the official results (pdf with unique barcode) for all subtests.

Intern

The employing school district/agency is required to have a valid Learning Site Agreement (aka: Memorandum of Understanding) on file with the Program Coordinator and university. The recommended credential issuance date will be the beginning date the employing school district/agency specifies on the Notification of Employment form. Please note the beginning date of employment cannot be prior to the intern eligibility date and more than two months prior to the submission date of the credential application.

  • Intern Employment Contract - Submit a copy of the Notification of Employment form (with all fields completed and authenticated electronic signatures).
  • Program Plan – Submit an Intern Program Plan completed and signed by the Program Coordinator.

NOTE: The Multiple Subject w/Bilingual Added Authorization Candidates will submit the Intern Multiple Subject Bilingual Added Authorization Program Plan completed and signed by the Bilingual Program Coordinator.

The card/certificate needs to include agency information, candidate’s full name, specific training, the issuance and expiration dates (month/day/year).
  • Program Plan - Submit an updated Program Plan completed and signed by the Program Coordinator.

NOTE: The Multiple Subject w/Bilingual Added Authorization Candidates will submit the Multiple Subject Bilingual Added Authorization Program Plan completed and signed by the Bilingual Program Coordinator as well as the exit letter signed by the Bilingual Program Coordinator confirming eligibility to proceed with the credential application.

Pupil Personnel Services: School Counseling

Intern

The employing school district/agency is required to have a valid Learning Site Agreement (aka: Memorandum of Understanding) on file with the Program Coordinator and university. The recommended credential issuance date will be the beginning date the employing school district/agency specifies on the Internship Employment Contract/letter. Please note the beginning date of employment cannot be prior to the intern eligibility date and more than two months prior to the submission date of the credential application.

  • Intern Employment Contract - Submit a copy of the Employment Contract/letter completed by the employing school district/agency personnel office (with an authenticated electronic signature) verifying employment as an intern, specific intern position and beginning date (month/day/year) of employment.
  • Intern Eligibility Letter - Submit verification from the Program Coordinator confirming internship eligibility status.
  • Program Plan - Submit an updated Program Plan completed and signed by the Program Coordinator.

Intern

  • Masters/Education Specialist Degree - Conferral (degree date must be posted on the official transcript) of a master's degree in a related field or the Education Specialist Degree in School Psychology. NOTE: Credential Processing staff will verify the degree.
Single Subject

All candidates must submit verification of subject matter. The subject matter requirement can be met via one of the C.T.C. approved options (CTC Subject Matter Requirements). Candidates demonstrating subject matter via the CSET examination must submit the official results (pdf with unique barcode) for all subtests.

Designated Subjects: Adult Education

Preliminary

Applicants not admitted to the university may submit the complete application via USPS mail or in person. Official transcripts from all institutions attended must accompany the application, if not previously on file with the university.

The recommended credential issuance date will be the date the completed application was officially accepted by Credential Processing.

Academic Subject Area

  • Degree – Submit verification of bachelor’s degree or higher completed at a regionally accredited college or university (if not currently
  • Coursework/Units - Submit verification of completion of 20 semester units (combination of lower and upper division) or 10 semester units (upper division) in the specific subject (listed below) to be taught.
  1. Languages Other than English (specify language)

English as a Second Language – Verify completion of 20 semester units (combination of lower and upper division) or 10 semester units (upper division only) in one or combination of any of the following:

  • Teaching English as a Second Language (TESL)
  • Teaching English to Speakers of Other Languages (TESOL)
  • Second Language Acquisition
  • Language other than English
  • Linguistics
  • Bilingual/Bicultural Studies

Elementary and Secondary Basic Skills – Verify completion of 20 semester units (combination of lower and upper division) with at least 3 semester units in four of the six areas specified below:

  • English
  • Mathematics
  • Science
  • Social Science
  • Fine Arts
  • Language other than English

Non-academic

  • High School Transcripts/Diploma or G.E.D. - Submit official transcripts from all institutions attended (if not previously on file with the university). If no degree has been earned, submit official high school transcripts (with graduation date) or original diploma. If not a high school graduate, submit the official General Education Development (G.E.D.) Certificate.
  • Experience and/or Education – Submit a minimum of three years of experience (paid or non-paid) directly related to each industry sector to be named on the credential is required. One year of experience must be within the last five years or two years within the last ten years immediately preceding the issuance of the credential. 1000 clock hours shall equal one year of experience. NOTE: Applicants must have at least one year of documented hands-on work experience.

Work experience must be documented on company letterhead (with employer's name, address and telephone number) and contain the following:

  1. Employee’s position. If more than one position was held, list each position.
  2. Beginning and ending date of employment. If more than one position was held, list beginning and ending dates for each position.
  3. Detailed list of duties and responsibilities.
  4. Name and title of individual completing the letter. Please note the verification should be completed by an authorized representative of the Human Resources/Personnel office and contain an authenticated electronic signature (Adobe Acrobat Sign or DocuSign).

Self-employment experience must be documented and notarized using the Designated Subjects Self-Employment form. In addition, supporting documentation will need to be provided. Supporting documentation can be in the form of tax records, pay stubs or business license (for each year of required experience). Individuals using this option will be required to submit the original stamped and signed notarized documents in person or via USPS mail.

College coursework related to the industry sector can be accepted for a maximum of two years of work experience. The coursework must be verified via an official transcript from a regionally accredited college or university with no grade below a “C-”. 48 semester units shall equal two years of experience, and 24 semester units shall equal one year of experience.

An advanced industry certificate or full-time teaching experience can be accepted for a maximum of one year of work experience. The advanced industry certificate must be related to the industry sector to be named on the credential. The full-time general education teaching experience must be providing instructional services in preschool or grades K – 12 earned in a public or private school of equivalent status. Please note both options cannot be used together.

The teaching experience must be documented on district/agency letterhead (with district/agency name, address and telephone number) and contain the following:

  1. Employee’s position.
  2. Subject area(s) taught.
  3. Part-time or Full-time status.
  4. Beginning and ending date of employment.
  5. Name and title of individual completing the letter. Please note the verification should be completed by an authorized representative of the Human Resources/Personnel office and contain an authenticated electronic signature (Adobe Acrobat Sign or DocuSign).

Clear

All candidates are required to hold a valid California Preliminary Designated Subjects: Adult Education Credential.

Complete applications may be submitted after all coursework and program requirements have been successfully completed.

The recommended credential issuance date will be the official program completion date -OR- if two months have passed since the official program completion date, the recommended credential issuance date will be the date the completed application was officially accepted by Credential Processing.

  • U.S. Constitution - Submit official verification of successful completion (C- or better) of a college-level course or approved examination covering the United States Constitution. Please note we do not accept examinations from NDNU.
  • Health Education – Submit official verification of successful completion (C- or better) of a college-level course covering the study of nutrition, the physiological and sociological effects of abuse of alcohol, narcotics, and drugs, and the use of tobacco. NOTE: Verification is not required if HSCI 5240 has been completed at CSUSB.
  • CPR - Submit verification of a valid CPR card/certificate verifying hands-on training covering infant, child and adult (on-line CPR training is not acceptable). The card/certificate needs to include agency information, candidate’s full name, specific training, the issuance and expiration dates (month/day/year).
  • Teaching Experience - Submit verification of two (2) years of successful teaching experience in the industry sector named on the credential from the employing school district/agency personnel office with an authenticated electronic signature Adobe Acrobat Sign or DocuSign). NOTE: Community College teaching experience is not acceptable.
  • Program Plan - Submit an updated Program Plan completed and signed by the Program Coordinator.
Designated Subjects: Career Technical Education

Preliminary

Complete applications may be submitted via email to credrec@csusb.edu for applicants officially admitted to the university. Applicants not admitted to the university may submit the complete application via USPS mail or in person. Official transcripts from all institutions attended must accompany the application, if not previously on file with the university.

  • High School Transcript/Diploma or G.E.D. - Non-college attending applicants must submit an official high school transcript (with graduation date) or original diploma. If a high school diploma was not earned, submit an official General Education Development (G.E.D.) Certificate.
  • Live Scan - Submit a copy of the completed Live Scan (41-LS) form. NOTE: This does not apply to applicants officially admitted to the university.
  • CPR (Effective 07/01/2025) - Submit verification of a valid CPR card/certificate verifying hands-on training covering infant, child and adult (on-line CPR training is not acceptable). The card/certificate needs to include agency information, candidate’s full name, specific training, the issuance and expiration dates (month/day/year).

Evidence of CPR training will be required at the time of application for the Clear credential, if not previously verified at the time of application for the Preliminary.

Designated Subjects: Special Subjects

Preliminary

Complete applications may be submitted via USPS mail or in person. Official transcripts from all institutions attended must accompany the application, if not previously on file with the university.

The recommended credential issuance date will be the date the completed application was officially accepted by Credential Processing.

  • C.T.C. Form 41-4 - Submit a completed C.T.C. Application for Credential Authorizing Public School Service (Form 41-4) with a wet ink signature or authenticated electronic signature (Adobe Acrobat Sign or DocuSign). Complete sections 1 (Personal Information), 2 (Application Type), 3 (Document Type), 6 (Professional Fitness), 7 (Child Abuse & Neglect Mandated Reporting) and 9 (Oath & Affidavit). Do not complete sections 4, 5 or 8 (to be completed by the Credential Analyst).   • C.T.C. Fee – Submit the application fee of $100 in the form of a money order or cashier’s check made payable to C.T.C. or Commission on Teacher Credentialing.
  • High School Transcript/Diploma or G.E.D. - Non-college attending applicants must submit an official high school transcript (with graduation date) or original diploma. If a high school diploma was not earned, submit an official General Education Development (G.E.D.) Certificate.
  • Live Scan - Submit a copy of the completed Live Scan (41-LS) form. NOTE: This does not apply to applicants officially admitted to the university.
  • U.S. Constitution* - Submit official verification of successful completion (C- or better) of a college-level course or approved examination covering the United States Constitution. Please note we do not accept examinations from NDNU.
  • Work Experience – Submit a minimum of four years of work experience directly related to each industry sector to be named on the credential is required. One year of experience must be within the last three years immediately preceding the issuance of the credential. Please note a minimum of 1000 clock hours equals one year of experience.

Aviation Flight Instruction and Aviation Ground Instruction

Experience must be verified by copies of flight logs. In addition, applicants must submit a properly rated valid certificate issued by the Federal Aviation Agency.

Basic Military Drill

Experience along with a recommendation must be verified by the Adjutant General of the State of California.

Reserve Officer Training Corps (ROTC)

Experience must be verified by the branch of the military services.

* Applicants without successful completion of an approved U.S. Constitution course or examination will be issued a one-year Preliminary credential.

All candidates are required to hold a valid California Preliminary Designated Subjects: Special Subjects Credential.

Complete applications may be submitted via USPS mail or in person after all coursework and program requirements have been successfully completed.

The recommended credential issuance date will be the official program completion date -OR- if two months have passed since the official program completion date, the recommended credential issuance date will be the date the completed application was officially accepted by Credential Processing.

NOTE: Verification is not required if HSCI 5240 has been completed at CSUSB.
  • CPR - Submit verification of a valid CPR card/certificate verifying hands-on training covering infant, child and adult (on-line CPR training is not acceptable). The card/certificate needs to include agency information, candidate’s full name, specific training, the issuance and expiration dates (month/day/year).
  • Teaching Experience - Submit verification of two (2) years of successful full-time teaching experience in the industry sector named on the credential from the employing school district/agency personnel office (with an authenticated electronic signature). NOTE: Community College teaching experience is not acceptable.
  • Program Plan - Submit an updated Program Plan completed and signed by the Program Coordinator.

Designated Subjects: Supervision & Coordination

The Next Step - Eligibility Notification

Once the Credential Analyst has verified the candidate’s credential eligibility, official notification (along with a program evaluation) will be emailed to the candidate via the email address provided on the Application for Credential Recommendation form.

After the candidate’s credential record has been officially closed out with the university, the Credential Analyst will submit the credential recommendation electronically* to C.T.C. and shortly thereafter, the candidate will receive an email from C.T.C. (via the email address on file with C.T.C.) notifying them of the recommendation and instructions to complete the process by a specific date. Candidates are encouraged to login to the C.T.C. website to verify the email address on file is valid.

Candidates that do not complete the process with C.T.C. before their given deadline date will have their application cancelled and will need to reapply with our office.

*Credential recommendations for the Designated Subjects: Special Subjects, as well as Supervision and Coordination credentials are submitted to C.T.C. via USPS mail.

Credential Eligibility Status

Request for Pre-evaluation (PDF)

This evaluation is for candidates seeking official verification of their program status as well as the program and credential requirements necessary for eligibility of the credential recommendation. There is no fee associated with this request although there will only be one Pre-evaluation conducted for each program type. NOTE: Candidates seeking an additional evaluation (after the free Pre-evaluation has been conducted) will need to refer to the Request for Program Completion Verification.

Request for Program Completion Verification (PDF)

This evaluation is for Designated Subjects candidates seeking official verification of their credential enrollment and eligibility status to include with their appeal for an extension of their preliminary credential. Please note the credential holder submits their appeal request directly to the Commission on Teacher Credentialing.

This request is also for candidates who have not completed their credential program and are seeking an updated evaluation after having received a free pre-evaluation. The CSUSB non-refundable processing fee is thirty-five dollars ($35).

Out-of-State Licensing

Request for Out-Of-State Program Completion Verification (PDF)

This evaluation is for former credential candidates seeking completion of an out-of-state form by a Credential Analyst verifying successful completion of CSUSB's approved teacher preparation program and/or the issuance of the California credential. NOTE: Please include the official out-of-state form to be completed by our office. The CSUSB non-refundable processing fee is ten dollars ($10).

 Subject Matter Requirement

Request for Verification of Subject Matter Competency via Academic Degree Major (PDF)

This evaluation is for candidates seeking verification by a Credential Analyst of completion of the Subject Matter Requirement via a baccalaureate degree or higher from a regionally accredited institution of higher education in an academic major that matches the credential area they seek. There is no fee associated with this request. A list of acceptable majors can be found on the commission website.

Request for Approved Subject Matter Competency Evaluation (PDF)

This evaluation is for candidates seeking to have their transcripts evaluated to determine if they have completed the equivalency of our commission-approved subject matter preparation program in one of the following areas: Art, English, History (Social Science), Kinesiology (Physical Education), or Mathematics. Please note this evaluation service is available only to bachelor's degree graduates of the California State University system. The CSUSB non-refundable processing fee is seventy-five dollars ($75).

Request for Other Coursework Evaluation 

This evaluation is for candidates seeking verification by a Credential Analyst of completion of the Subject Matter Requirement via the other coursework evaluation option (specific content areas per Ed. Code 44282) for the Multiple Subject or Education Specialist credential programs only. This evaluation service is available to individuals applying to or currently enrolled in the CSUSB Multiple Subject or Education Specialist credential program. The CSUSB non-refundable processing fee is twenty-five dollars ($25). 

Request for Subject Matter Competency Completion/Four-Fifths Completion Letter 

This evaluation is for candidates seeking official documentation from a Credential Analyst verifying successful completion/four-fifths completion of a commission-approved subject matter preparation program at CSUSB. Please note this service is for individuals applying to a teaching credential program at another institution. The CSUSB non-refundable processing fee is ten dollars ($10).

Domains Evaluation

Individuals seeking a Domains Evaluation will need to contact the credential Program Coordinator and/or Department Chair for information, as well as the appropriate forms and instructions.

U.S. Constitution

Bachelor's Degree

Candidates who obtained their bachelor’s degree from a CSU system satisfy this requirement with their degree.

College Board Advanced Placement Examinations

Candidates with a score of 3 or higher on AP United States Government or AP United States History will meet the requirement. Candidates will need to submit their official College Board AP score results.

CSUSB Courses and Examination

Candidates that need to meet the U.S. Constitution requirement can complete one of the following approved courses or examination offered at CSUSB:

  • HIST 1460/1460H – History of the United States: Pre-Colonization to Present
  • HIST 2000 – United States History to 1877
  • HIST 5400 – Constitutional History of the United States
  • PSCI 2030/2030H - Government of the United States
  • PSCI 4100 – American Constitutional Law
  • PSCI 4110 – The Bill of Rights EECR 1018 – U.S. Constitution Challenge Examination (College of Extended and Global Education)

NOTE: Candidates looking to complete a course or examination at another institution are required to obtain approval from the Credential Analyst prior to enrolling/registering for a course or examination.

Request for Verification of Completion of the U.S. Constitution Requirement 

This evaluation is for candidates seeking verification by a Credential Analyst of completion of the U.S. Constitution requirement via college coursework or College Board Advanced Placement examination. There is no fee associated with this request. Please note this service is for candidates currently admitted to one of our CSUSB credential programs.
