The Issue
The implementation of targeted initiatives, skill development programs, and industry collaborations emerges as an important foundation for enhancing the capabilities and resilience of the region's workforce. Fostering educational partnerships, investing in training programs, and leveraging technological advancements, stakeholders can collectively contribute to the cultivation of a skilled and adaptable transportation workforce. By proactively engaging in workforce development, the Inland Empire can not only meet the current demands of its dynamic transportation landscape but also position itself for sustained growth and competitiveness in the evolving industry. This Dialogue will hear from workforce development experts on the current programs and evolving needs.

Transportation Industry Manager
Esri
Terry Bills is the Transportation Industry Manager at Esri. He has over 30 years’ experience in transportation planning and policy, information technology and GIS. Terry has been with Esri for 19 years, where he provides subject matter expertise and thought leadership in transportation.

Workforce Development Director
San Bernardino County
Workforce Development Department
Bradley Gates is the Director of the San Bernardino County Workforce Development Board and the Workforce Development Department. In this role, Brad oversees the County’s workforce development programs, including the federal Workforce Innovation and Opportunity Act (WIOA) and the America’s Job Centers of California.
Prior to his current role, Brad served as Assistant Director of Workforce Development for San Bernardino County, and as the Business Operations Director for the City of Ontario.
Brad holds a master’s degree in Public Administration from Cal Poly Pomona.
Director of Human Resources
OmniTrans
Christine Glass has 25 years of experience in human resources and management, including four years at Omnitrans. She oversees recruitment, workforce development, performance and risk management and employee and labor relations for the agency and has spearheaded initiatives including Omnitrans’ apprenticeship and mentorship programs. Christine is a member of the LAUNCH Apprenticeship Network Automotive Regional Committee. She is a California native and graduate of both California State University, San Bernardino with a bachelor’s degree in Administration and Walden University, where she earned a master’s degree in Industrial Organizational Psychology.
