Workforce Innovation Technology Hubs (WITH) Project
The Workforce Innovation Technology Hubs (WITH) project is a statewide cybersecurity workforce development initiative led by California State University, San Bernardino (CSUSB) in partnership with Fresno State and San José State University.
Funded by California’s Cybersecurity Regional Alliance and Multistakeholder Partnership Pilot Program, the WITH project invests in expanding cybersecurity education and workforce pathways across the 23-campus California State University system. Under the leadership of CSUSB—designated a National Center of Academic Excellence in Cybersecurity—the initiative focuses on building a connected, resilient cyber workforce pipeline for the state.
The project supports regional hubs at CSUSB, Fresno State, and San José State, each contributing unique strengths:
- CSUSB leads statewide coordination and implementation, advancing research, apprenticeships, and mentorship opportunities.
- Fresno State engages with California’s Governor’s Cybersecurity Task Force to integrate workforce development with policy and emergency response.
- San José State University strengthens industry connections through its expertise in producing highly skilled security engineers and applied AI specialists.
Together, these institutions create an educational ecosystem that bridges K–12, community colleges, and universities, ensuring students gain the knowledge, experience, and professional connections to thrive in California’s growing cybersecurity sector.
WITH Scholar Program
At CSUSB, the WITH Scholar Program provides direct support to students pursuing cybersecurity-related degrees. Through this program, selected students receive tuition assistance and opportunities for on-campus employment, gaining valuable hands-on experience while continuing their education.
The WITH Scholars work alongside faculty and staff on cybersecurity research, outreach, and program development efforts that align with California’s workforce needs. By combining academic support with real-world experience, the program helps students graduate career-ready—equipped to join and strengthen California’s cybersecurity workforce.

WITH Cyber Camps
As part of the initiative, the WITH Cyber Camps bring together middle and high school students from across California for immersive experiences in cybersecurity and artificial intelligence.
Each host campus offers a distinctive program:
- CSUSB: A residential camp combining cybersecurity learning with college preparation, outdoor activities, and a dual-enrollment course that extends beyond the camp week.
- Fresno State: A week-long day camp introducing foundational cybersecurity concepts through hands-on lessons and interactive activities.
- San José State University: An applied AI and cybersecurity experience guided by faculty and student mentors in computer science and engineering.
Through these camps and statewide collaborations, the WITH project is preparing the next generation of cyber leaders and strengthening California’s digital resilience.
