Contracts

Overview

The Contracts Team, within the Procurement and Contracts Department at California State University, San Bernardino (CSUSB), manages the development, review, negotiation, and execution of agreements on behalf of state-side University departments. The team ensures that all agreements align with California State University (CSU) policies and procedures, comply with applicable state and federal laws, and meet CSUSB’s risk management, legal, and administrative standards. Although these agreements do not involve the direct purchase of goods or services, they are essential to facilitating placements, partnerships, and collaborations that support CSUSB’s academic and operational mission. 

Auxiliaries are encouraged to consult with their own administrative and legal teams for contract matters, as these agreements fall outside the scope of the state-side Contracts Team.

Delegation of Authority

All state-side contracts and agreements must be signed by individuals with formally delegated contracting authority, as designated by the CSU Chancellor’s Office or the University President under CSU Executive Orders 775 and 1000 and the Integrated CSU Administrative Manual (ICSUAM 5000 series). Only those with written delegation may approve or execute contracts, amendments, or MOUs.

Important: Agreements signed by individuals without delegation are not legally binding on the University and may result in personal liability for the signer.

The Contracts Team ensures that all state-side agreements are routed for signature to the appropriate delegated official in accordance with CSU policy.

Submitting a Contract for Review

To request review and processing of a non-monetary, state-side agreement, the requesting department must complete the contract intake form through our online submission portal. This helps ensure that the request is routed correctly, tracked efficiently, and processed in a timely manner.

All supporting documents and relevant information should be uploaded directly in the form, using the “Attachment Upload” and “Comments/Notes” sections.

Before submitting, be sure to:

  • Review the agreement for completeness and accuracy
  • Include all supporting documentation (e.g., insurance, scopes of work, prior drafts, etc.)
  • Confirm that the agreement falls within the scope of state-side contracts

Once submitted, a member of the Contracts Team will review the request and contact you with next steps or additional guidance, if required.  Please allow a minimum of 4 - 6 weeks for the contract negotiation process to be completed.
