Public Works

“Public works” includes the construction, alteration, demolition, installation, or repair work done under contract and paid for in whole or in part out of public funds.  For purposes of this definition, “construction” includes works performed during the design and preconstruction phases of construction including, but not limited to, inspection and land surveying work.

“Project” includes the erection, construction, alteration, painting, repair, or improvement of any state structure, building, road, or other state improvement of any kind.

“Maintenance” includes:

Routine, recurring and usual work for the preservation, protection and keeping of any publicly owned of publicly operated facility (plant, building, structure, ground facility, utility system or any real property) for its intended purposes in a safe and continually usable condition for which it has been designed, improved, constructed, altered or repaired.

Carpentry, electrical, plumbing, glazing, touchup painting, and other craft work designed to preserve the publicly owned or publicly operated facility in a safe, efficient and continuously usable condition for which it was intended, including repairs, cleaning and other operations on machinery and other equipment permanently attached to the building or realty as fixtures.

Exception: 1: Janitorial or custodial services of a routine, recurring or usual nature are excluded.

Exception: 2: Protection of the sort provided by guards, watchmen, or other security forces is excluded

Landscape maintenance

Public works projects require formal bidding at $5,000.  Public works maintenance follows the competition thresholds for services.

For orders or contracts on public works maintenance and/or public work projects reaching a threshold of $1000, workers shall be paid at prevailing wage rates.

Facilities Planning & Management and/or FPDC must be consulted for public works projects or maintenance and CSU trade employees (Unit 6) may be able to perform the work without having to hire an outside contractor.

The CSU Chancellor’s Office Construction Management unit within the Department of Capital Planning, Design and Construction, manages the prequalification of bidders for construction projects on all 23 campuses.
