02.07.2025 - Advancing Campus Equity: Title IX/DHR Implementation Plan Now Available

Dear CSUSB Community

I am pleased to announce the publication of California State University, San Bernardino’s (CSUSB) Implementation Plan in response to the findings and recommendations of the Cozen O’Connor systemwide and campus assessment on Title IX and Discrimination, Harassment and Retaliation (DHR). This plan represents our firm commitment to fostering a campus environment that prioritizes safety, accountability, and respect for all members of our CSUSB community.

Over the past year, the university has worked diligently to evaluate and strengthen our policies, resources, and response systems to align with Cozen O’Connor’s recommendations. The Implementation Plan, now available on Institutional Equity and Compliance’s website, details the steps we are taking to enhance our institutional infrastructure, streamline case management, improve prevention and education efforts and build trust through transparent communication and engagement.

Key highlights of the Implementation Plan include:

  • Enhanced Infrastructure & Resources – Strengthening the Institutional Equity and Compliance (IEC) office through new leadership, reoriented staffing and structure, and an improved case management system.
  • Stronger Internal Protocols – Establishing clearer reporting and intake procedures, reinforcing collaboration across campus units, and ensuring timely and effective responses to concerns.
  • Improved Communication & Transparency – Providing regular updates on our progress, launching a centralized website for resources, and increasing outreach to the campus community.
  • Expanded Prevention, Education & Training – Implementing comprehensive training programs for students, faculty, and staff to build a culture of awareness and accountability.
  • Addressing Other Conduct of Concern – Developing mechanisms to manage campus climate issues that may not fall under Title IX or DHR policies, but which still impact our community’s well-being.

This initiative is a direct result of the dedicated work of our Title IX/DHR Implementation Team — composed of faculty, staff, students, and administrators — whose goal throughout has been to create meaningful and lasting changes. As we move forward, we remain committed to ongoing assessment and adaptation of this plan to meet the evolving needs of our campus.

I encourage every member of our university community to review the Implementation Plan at the CSUSB Title IX/DHR Review and Reform Website and engage with our efforts to cultivate a safe, inclusive, and supportive learning and working environment. Your feedback, participation, and commitment to these shared values are essential to our success.

Dear Coyotes and Colleagues,

As part of a systemwide effort across our 23 California State University campuses, the Cozen O’Connor Institutional Response Group has assessed how we respond to reports and incidents of discrimination and harassment.

Through a series of interviews, campus visits, survey results and email feedback, Cozen O’Connor has identified core observations for improvements at both the system and campus levels. The recommendations from this assessment will guide us as we improve our Title IX and Discrimination, Harassment and Retaliation (DHR) training, awareness, prevention, intervention, compliance and support systems, including an enhanced web presence.

With appreciation for your candid feedback and ongoing engagement throughout this process, I write to update you on our continued efforts to nurture and strengthen our culture of caring, safety, belonging and respect at Cal State San Bernardino.

The full written report of the systemwide Cozen O’Connor assessment, including a summary report and a separate report concerning CSUSB, can now be found on the CSU’s Commitment to Change [calstate.edu] website.  The CSUSB report is also available on CSUSB’s Institutional Equity and Compliance website.

As recommended to us in terms of formation and composition by Cozen O’Connor after their CSUSB visit, CSUSB has already convened an implementation team which comprises a broad cross-section of campus faculty, staff and students. The team has already held several meetings to ensure we are prepared to move forward expeditiously in reviewing and taking action on the recommendations provided by the reports.

With these important findings of the Cozen O’Connor Report now in hand, the implementation team has begun working on the recommendations. Key areas of focus and action over the months to come will include:

  • Increasing Awareness and Visibility of Institutional Equity and Compliance
  • Strengthening Internal Protocols and Coordination with Campus Partners
  • Addressing the “Trust Gap”
  • Developing and Coordinating Prevention and Education Programming
  • Developing a System to Address Other Conduct of Concern


This work will be very challenging but will help us better serve our campus community as a result. My trust, full support and thanks go to the Institutional Equity and Compliance team and the implementation team members who have already begun to invest their time, energy and expertise in this vital effort. This plan of action will require substantial planning, additional resources and personnel, and will be accomplished in stages. We will continue to share our progress and specific plans as they are developed and evolve.

06.27.2023 - Cozen O'Connor Update

I hope everyone is having a wonderful Summer. Whether you are enjoying an opportunity to take a vacation, staycation, or attending Summer Session, CSUSB continues to work diligently and closely with the Chancellor’s Office on the Cozen O’Connor Systemwide Title IX and DHR Assessment.

I want to take this opportunity to provide you with the latest update from the Chancellor’s Office on the completion of the Cozen O’Connor Systemwide Title IX and DHR Assessment. At the May 24 meeting of the Board of Trustees, Cozen O’Connor gave a public oral report about the assessment during the Committee on University and Faculty Personnel. A recording of the presentation [youtube.com] (Cozen section begins at 23:15 in video) and a copy of the PowerPoint [calstate.edu] are publicly accessible. 

Cozen O’Connor is working on completing its written report, which will include a systemwide report of shared observations and recommendations for enhanced system oversight and an individual report for each of the CSU Campuses, including CSUSB and the Chancellor’s Office.

At the time of the Board meeting, we anticipated the written reports would be completed in June. However, Cozen O’Connor has informed the Chancellor that an additional period of time is necessary to complete the written reports, which collectively span hundreds of pages in length. Given the issues' complexity and the assessment's enormity, the writing and synthesis process is understandably time-consuming. The Chancellor anticipates releasing the written report (with 23 campuses and Chancellor’s Office reports attached) no later than July 17, 2023.
