The California State University, San Bernardino, and the Police Department unequivocally denounces all forms of hate. A hate crime is a criminal act, such as assault, vandalism, or threats—committed because of a protected characteristic (like race, religion, gender identity, sexual orientation, disability, or national origin).
Hate speech refers to hateful words, slurs, insults, or harassing language, which may be protected under free speech unless it rises to the level of an imminent threat or criminal behavior. While free speech is constitutionally protected, it does not shield criminal actions motivated by hate or bias.
The CSU system’s Nondiscrimination Policy and Title IX procedures (effective March 2025) prohibit discrimination and bias‑motivated incidents across all campuses, including CSUSB, and operate in parallel with California Executive Orders and systemwide civil rights and nondiscrimination policies.
