CSU Policy and CSUSB Addendum
The First Amendment prevents the government from regulating speech based on its content or viewpoint. However, the Supreme Court has held that the time, place, and manner of speech may be regulated, as long as such regulations remain content-neutral and narrowly tailored to serve a governmental interest. At the California State University, the Time, Place, and Manner policy reflects the university’s commitment to encouraging academic freedom, community engagement, and the free exchange of a wide variety of diverse ideas, while still preserving interests such as campus safety and security.

Recognizing the unique characteristics of each campus and institution within the CSU system, the following addendum to the CSU policy addresses the specific needs and regulations of California State University, San Bernardino.

The existing university Speech and Advocacy Policy will continue to apply to union represented employees until the unions have completed bargaining. The policy, which is now live on PolicyStat, will only apply to: students, non-represented staff, nonaffiliates/public and Unit 3 employees. All other bargaining units will be notified of the updated interim policy and will be provided with the opportunity to meet and confer.
