ZERO TOLERANCE - A CSUSB/George Mason University Partnership

ZERO TOLERANCE is a collaborative effort undertaken by Cal State University San Bernardino (CSUSB) and George Mason University (GMU). The program includes two designated coordinators, Stephanie F. Dailey from the college of Education and Human Development at GMU and Thomas McWeeney from The Jack Brown College of Business and Public Administration at CSUSB.

Dr. McWeeney serves on the faculty of CSUSB’s Public Administration Department and is the Director of The Jack H. Brown College’s Institute of Public Management and Governance. His specialty is strategic planning and he has helped many organizations plan and implement sound prevention practices.

Dr. Dailey is a licensed professional counselor whose research and clinical work are directed at better understanding community-based disasters of mass violence and appropriate response and recovery strategies for survivors and impacted communities. Recent initiatives include trauma-informed active school shooter mitigation protocols, officer wellness programs aimed at improving use of force decision-making, and stress inoculation training to increase resilience in military and civilian first responders.

ZERO TOLERANCE will enable individual schools throughout the United States to better address their continuing vulnerabilities to school shootings. The program is designed not to compete or challenge existing school security programs, but to supplement ongoing school security efforts while using self-assessment methodology. (provide a different approach to school shootings through prevention and proactive measures, instead of reaction)

PRODUCTS:

The key to the ZERO TOLERANCE program's approach is the vulnerability "self-assessment", a direct evaluation of the environment and it's potential weakness that leave room for shooter opportunities. The four major products that stem from this include:

  • Research and Scholarly Publications
  • Opinion Journals and Public Information
  • Events and Workshops
  • Training - "Facilitated Vulnerability Self-Assessment"
