BYLAWS OF THE SOUTHERN CALIFORNIA INTERSEGMENTAL ARTICULATION COUNCIL

ARTICLE I---Name

The name of this organization shall be the Southern California Intersegmental Articulation Council (SCIAC), a division of the California Intersegmental Articulation Council (CIAC).

ARTICLE II---Purpose

The purpose of the Council shall be to promote the continuing improvement of articulation among and between the segments of post-secondary education in California, thereby facilitating the progress of students. In order to achieve this end, the activities of the Council shall include but not be limited to providing channels of communication among the post-secondary segments and strengthening the role, functions and support of articulation. A specific and significant objective of the Council is the smooth functioning of the transfer process, particularly with respect to curriculum matters.

ARTICLE III---Members

  • Section 1. Membership is open to any college or university in southern California which is accredited by a regional accrediting agency such as WASC (Western Association of Schools and Colleges) or is a candidate thereof.
  • Section 2. Each member institution is allowed one vote, even if several representatives attend meetings, and the representatives from each member institution shall include the person most actively involved in the day to day work of articulation.
  • Section 3. The annual dues per member institution shall be set by the officers of the Council and shall be paid on or before November 1 of each year.
  • Section 4. The Treasurer shall notify members delinquent by one month in their dues, and those members shall forfeit membership on December 31 if their dues remain unpaid. Any reinstatement shall be as new members.
  • Section 5. Non-voting, ex officio membership shall be extended to one representative each from the Chancellor's Office, California Community Colleges (CCC), California State University Office of the Chancellor (CSU), University of California Office of the President (UC) and Association of Independent California Colleges and Universities (AICCU).

ARTICLE IV---Officers

  • Section 1. The officers of the Council shall be a Chair, a Chair-Elect, a Vice Chair, a Secretary, a Treasurer, and an elected representative from each of the five regions defined by the California Community College Chancellor's Office that make up southern California. An Immediate Past Chair may continue to serve on the Executive Board as an ex-officio officer for a maximum of two academic years. At least one officer shall be from each of the four segments: California Community Colleges, California State University, University of California, independent colleges and universities as defined in Article III, Section 1.
  • Section 2. The officers shall perform the duties described below:

Chair: Serves as co-chair of the California Intersegmental Articulation Council; chairs meetings of SCIAC; provides leadership for the articulation community in California higher education; annually reviews the Treasurer's Report to check for accuracy, consistency, and appropriate accounting methods; and following each Annual Conference, in a timely manner, contacts the campus of the SCIAC Service Award recipient to inform appropriate administrative personnel, faculty, and colleagues of the bestowal of the Award.

Chair-Elect: Attends all Executive Board and regular SCIAC meetings; provides support to Executive Board while in office.

Vice Chair: Serves as Chair when necessary; serves as acting parliamentarian; and advises the membership on legislative issues relating to articulation and transfer.

Immediate Past Chair: Attends all Executive Board meetings and SCIAC conferences; advises and mentors the Chair; shares ideas, guidance, and expertise with the Executive Board as requested.

Secretary: Records minutes of all meetings of the organization; constructs and maintains the membership and mailing lists.

Treasurer: Collects membership dues; monitors funds of the organization and keeps appropriate financial records.

Regional Representatives (5): Represent the five southern California regions defined above from which they are nominated.

  • Section 3a. Nominations. A nominating committee shall be established at the fall meeting and charged with developing a slate of candidates. The committee shall report its slate at the winter meeting. Additional nominations from the floor may be solicited at that time.
  • Section 3b. Elections. Elections for Regional Representatives shall be held at regional meetings in the years described herein. Elections for Council officers shall be held at the winter meeting by voice vote. A plurality is required for election. In the event of an apparent tie, election shall be by a show of hands -- one vote per member institution. Term of office shall be for two years and until successors are elected, with the exception of Chair-Elect, which shall be a one-year term. Elections for Chair-Elect, Vice Chair, Treasurer, and representatives from regions 6 and 7 shall be held in Winter of odd-numbered years. Elections for Secretary and representatives from regions 8, 9, and 10 shall be held in Winter of even-numbered years. At the end of the Chair-Elect's term, the Chair-Elect will be installed for a two-year term as Chair. Elected officers will be installed at the Annual Conference in the Spring.
  • Section 4. Terms of office shall begin upon adjournment of the Annual Conference. Vacancies shall be filled by election at the next meeting following announcement of the vacancy, for the remainder of the term of the vacated office, except for a vacancy in the office of Chair, which office will be assumed by the Vice Chair.
  • Section 5. No person shall hold office if the institution they represent is not a member in good standing, and no person shall hold more than one office at a time.
  • Section 6. The minimum qualification for the SCIAC Chair, Chair-Elect, and Vice Chair is Articulation Officer, as defined by the member institution.
  • ARTICLE V---Meetings
  • Section 1. Regular meetings of Council shall be held in the Fall and early Winter of each year unless the Council orders otherwise in advance.
  • Section 2. A third meeting in the late Spring shall be known as the CIAC Annual Conference. Newly elected officers will be installed at the Annual Conference.
  • Section 3. A special meeting may be held upon the call of the Chair or on the written request of any twenty members of the Council. The purpose of the meeting shall be set forth in the notice.
  • Section 4. Notice of at least twenty-five days is required for all regular meetings. Notice of a special meeting shall be given at least eight days in advance.
  • Section 5. One fourth of the membership shall constitute a quorum.

ARTICLE VI---Executive Board

The officers of the Council shall be referred to as the Executive Board. The Board shall have authority over the affairs of the Council between its meetings, shall make recommendations to the Council, and shall act as directed by the Council. No action of the Board shall conflict with action taken by the Council. The Board shall meet a minimum of three times a year. A quorum of the Board is defined as half of its members, plus one.

ARTICLE VII---Parliamentary Authority

A parliamentarian shall be appointed annually by the Executive Board. The vice-chair shall serve as acting parliamentarian as stated in ARTICLE IV, Section 2.

The rules contained in the most recent revised edition of Robert's Rules of Order shall govern the Council in all cases where they are not inconsistent with these bylaws and any special rules of order the Council may adopt.

ARTICLE VIII---Amendment

These bylaws may be amended at any regular or special meeting of the Council by a two-thirds vote of those present, provided that previous notice of the amendment was given to all members at least eight days in advance.
