University-Wide Strategic Plan and Process


California State University, San Bernardino launched their second strategic planning process during the 2022-2023 academic year. The plan’s development involved all levels and members of the university to define our priorities for 2023-2028. The university's 2022/2023 planning process, as designed, represented the opportunity to build on previously accomplished goals and continue to reach for new ones. 

In May 2022 at the President's Leadership Retreat, campus leaders including department chairs and faculty senate executive committee members decided on four goal themes for the 2023-2028 plan: 1. Student Success; 2. Faculty and Staff Success; 3. Diversity, Equity, and Inclusion; and 4. Internationalization. The Strategic Planning Committee, with support from nationally recognized experts, developed and led the university-wide process, which created the 2023-2028 strategic plan. The Strategic Planning Task Force was charged with creating the plan, which involved utilizing workgroups to develop goal statements, objectives, strategies, and measurables around each of the four pillars. The process included opportunities to solicit input, through a variety of means, from the entire campus community, ensuring that the initiative was organic and transparent.

California State University, San Bernardino’s strategic planning process included:

  • A diverse group of committee members: students, faculty (including lecturers and Senate members), staff, and administrators.
  • Review of the previous strategic plan and vision/mission/values.
  • Regular campus-wide communications, to provide information, updates, and opportunities for feedback.
  • Campus community open forums and feedback surveys to involve all students, faculty, staff, and administrators.
  • Development of goal statements, objectives, strategies, and measurable outcomes for the five-year plan.
