Cal State San Bernardino and the Universidad Pedagogica y Tecnologica de Columbia (Pedagogical and Technological University of Colombia, or UPTC) have signed a memorandum of understanding created to boost joint areas of interest that include student exchange programs, teacher exchange programs and research studies.

CSUSB President Tomás D. Morales and UPTC President Alfonso Lopez Diaz signed the MOU, which includes: the mutual exchange of both undergraduate and graduate students; the mutual exchange of both faculty and administrators; and the exchange of information of programs and teaching methods.

The Colombian Pedagogical and Technological University is an autonomous, university body of national character, which is state-owned and public, and linked to the Ministry of National Education, with locations in Duitama, Sogamoso and Chiquinquira.
