CALIFORNIA STATE UNIVERSITY, SAN BERNARDINO       President’s Office

Administrative Council Meeting                                                       July 20, 2009

Present:          Arlin, Aylmer, Bisbee, Bodman, Bowerman, Burns, Caballero, Chen-Maynard, Fernández, Freund, Fukazawa, Gardner, Hatcher, Jandt, Kamusikiri, Karmanova, Karnig, Kray, Langford, Lilienthal, McGowan, Nassar, Rincón, Robinson, Thompson, West, Wilson,

Absent:           Aguilar, Carlson, Clark, Dickson, Frost, Moran, Yasuhara, Zorn

Guests:           John Craig, Roger Reed, Olivia Rosas, Salaam Yousif

1.               Informational Handouts.  President Karnig discussed the following:

·       Extract of graphs from the “2008 CSU Annual Report of Crime Statistics.”

2.               Update:  Budget

The Board of Trustees will convene on July 21 to vote on a key element in the CSU’s handling of our budget cut:  a 20% fee increase for resident students and a 10% tuition increase for non-resident students (who will also pay the 20% fee increase because non-residents pay non-resident tuition + resident fees).  Mr. Gardner’s office will clarify how auxiliary units will be affected by the furlough plan.  Mr. Robinson is compiling message points on the impact of fee increases on students.

3.               Update:  Enrollment

Students have been notified, in multiple communications, of the importance of completing all requirements on time in order not to be disqualified from attending CSUSB.  The following steps need to be undertaken:

·       Admissions & Student Recruitment needs to re-examine how best to contact underage students.

·       Mr. Wilson and Mr. Reed will attach names of responsible parties and a timeline to the elements of the current enrollment projection model.

·       This year (AY09-10) is also to be the last year for exceptions; all affected areas have upcoming months in order to communicate with their applicable contact groups.

·       A deadline needs to be set for Winter Quarter exceptions.

·       Deans need to work with Provost Bodman on how best to manage their graduate and undergraduate enrollments.

·       Admissions needs to start planning what the Fall 2010 deadline will be.

·       For the Palm Desert Campus, the undergraduate deadline this year will be 1 August and the graduate deadline will be 31 August.

·       Any additional requests for categories of student exemptions need to be sent to Dr. Karnig.  Remaining exemptions will probably be clarified at the August 19 enrollment management meeting.

·       Admissions will find out if there are systemwide policies concerning the admittance of returnees.

4.               Update:  Furloughs

Mr. West and Ms. Lilienthal have begun mapping out a potential furlough plan for staff employees.  Members of the Administrative Council are asked to send their suggestions and comments to Dale West; an electronic copy of the current draft plan will be circulated after the meeting.  CSUSB’s plan must be submitted to the Chancellor’s Office on Friday, 24 July.

It is very probable that furloughed staff will have to sign forms for the days they are taking as furlough days.  There should be enough flexibility that replacement days can be arranged on an individual basis within a department.  Furlough days must be taken as entire days and not as hourly increments.  Classes may end up being canceled or re-scheduled to accommodate furlough days; Dr. Craig will provide Dr. Karnig with a list of faculty members teaching 5 days a week.

5.               Roundtable

Mr. Freund reported there was a quality control issue on Cisco’s part that resulting in an incompatibility between the new Cisco telephone switch and our Cisco telephones.  Cisco had not realized this until implementation began.  Software had to be re-written, resulting in a delay in the infrastructure project.

Mr. McGowan distributed the current registration report; there are no significant changes since the last circulated draft.
