Administrative Council Minutes April 6, 2009

- Informational Handouts: President Karnig discussed the following:
PowerPoint presentation from Gary W. Reichard, Executive Vice Chancellor, Chief Academic Officer of the CSU on Proficiency in English and Mathematics Before the First Year, Dated March 25, 2009.
A March 26 article from Chronicle of Higher Ed. entitled “Pay Raises for Midlevel Workers Trail those for Top-Level Administrators.”
An April 3 article from Chronicle of Higher Ed. –Today’s News entitled “Recession Has Changed Views among Prospective Adult Students, Study Finds.”
- Board of Trustees Meting – March 24-25: President Karnig’s summary of the meeting included:
- Construction projects have re-started and the construction of the Health Science Addition was approved.
- Because of the $50M system cut triggered by a lower-than-$10-Billion Federal stimulus funding for California, President Karnig said that we’ll be hit with an additional $2M cut next year, and that we should plan for additional cuts in the 2009-10 CSU Budget. It is predicted the 2009-10 budget would not be resolved until September.
- It is projected that a 10% Fee increase probably will go forward in May.
- The Chancellor noted that the federal stimulus would provide increased PELL Grant spending – CSU students would receive an additional $81M in 2009-10 plus $21M more in 2010-11. Work-study funding will increase by $4M in 2009-10. When CSU raises fees by 10%, there will be a net zero impact on families with income below $75,000.
- Federal Stimulus – The stimulus package will increase peer-reviewed grants in NIH, NSF and Energy. Chancellor Reed encouraged partnerships with UC faculty. Dr. Karnig asked Jeff Thompson to look at partnership opportunities with UCR.
- Discussion on Enrollment, which exceeds that of one year ago. If special admits have been curbed, enrollment would be on target instead of over.
Chancellor Reed said he would collect student revenue from those campuses exceeding 2% by taking ½ of the revenue over 2% in fall 2009. He would repeat this practice in spring 2010. Chancellor Reed indicated that he would use the collected funds to help some campuses and noted that the priority fund is nearly depleted.
Policy on Guidelines for Implementation of Campus Fees: John Craig reviewed and answered questions about the policy. President Karnig requested that the policy be brought back to Administrative Council for review in 2 weeks.
- Fiscal Efficiency Program: Robert Gardner reviewed and discussed the suggested revisions to the policy. Policy was approved by President Karnig
- Travel and Equipment Purchase Policy: Robert Gardner discussed revisions to the policy and President Karnig suggested that the Academic Affairs Council further review the proposed revision and forms, and that the policy be brought back for further discussion to Administrative Council.
Announcements
Dorothy Chen announced that the Accessibility Workshop is scheduled on May 7.
Pam Langford promoted Grad Days from Alumni Affairs. CSUSB graduates can do all their graduation shopping during Grad Days at the Coyote Bookstore on the main campus from 9:00 a.m. to 7:00 p.m. on April 21 and 22. The Palm Desert Campus bookstore will host graduation vendors from 4:00 p.m. to 8:00 p.m. on April 23. The Grad Package and all of the benefits of Alumni Association membership cost $35.
Rob Carlson announced that the Department of Energy will award $540,000 to CSUSB to help complete observatory funding. Also, during spring break, Dongguk University in South Korea hosted many of our students and staff. These were students from Kinesiology and Computer Science and Engineering . Students will very excited about the visits and are ready for the next opportunity.
Robert Gardner announced that in an effort to reduce unnecessary utility costs on campus, there would be a survey to review energy consumption generated from refrigerators and microwaves in offices across campus. In looking at various costs savings options, we’ll also be reviewing cell phone information.
Bob McGowan – Reported and distributed an update on Enrollment.
Jeremy Vasquez – Extended an invitation to Remembering Virginia Tech, an upcoming ASI event scheduled on April 16 from 12:00 pm until 2:00 pm. at the Lower Commons.
