Administrative Council Minutes                                                          March 9, 2009

  1. Informational Handouts:  President Karnig discussed the following:

 

            From HACU, The HACU Appropriations Requests for FY

            2010.

 

            From Hispanic Outlook dated February 23, Four-Year

            Women’s Colleges/Universities – Enrolling Most Hispanic

            Women

 

A handout from Executive Council, entitled “Proficiency Before the First Year.”

 

An article from the CSU Office of Advocacy and Institutional Relation’s Legislative Report, dated March 2, entitled “State Budget Will Impact CSU’s Ability to Service Students.”

 

A letter addressed to Dr. Karnig from Jonathan A. Carr, dated March 3,   requesting nominations from the Los Angeles Chapter of Mensa for the Intellectual Leadership Award.  President Karnig requested that nominations be submitted to Lou Fernandez by April 1. 

 

 

  1. Executive Council Meeting – (February 24-25, 2009):  President Karnig’s summary of the meeting included:

 

Recruitment – Census Bureau:  In the fall, 1 million temporary employees across the U.S. will be hired at $18-20 an hour. The Bureau would like to recruit CSU students, especially those who are bilingual and know the surrounding communities.  Frank Rincón commented that notifications for this opportunity have been sent to CSUSB students.  If recruited, bilingual students will earn extra pay. 

 

Panetta Institute Washington Internship Program:  The Institute is currently accepting applications thru April 24.  Students will have the opportunity to be

 

placed in the White House.  The ASI President usually participates in the Summer Program from June 15-21st.  Applicants who are convicted felons will not be considered.  President Karnig requested that nominations be submitted to the President’s Office by May 4.    

 

MBA and State University Fees:  Will not be on the March Board of Trustees’   Agenda. A 10% fee Increase is anticipated, to be placed on the May Agenda.  Dr. Karnig will review student fee increases in anticipation to the recentralization of raising fees.

 

Technology Update:  The Common Financial System, including common data wearhouse and common chart of accounts will be employed by end of August to the 5 participating campuses.  Teleconferences will take place every 2 weeks for updates and input from all participants.

 

Support Budgets for 2009/2010:   A summary of the budget for the State of California was discussed.  The university will plan for our share of a $72M cut with a possibility of a 10% fee increase.  The actual amount may be quite a bit larger based on what happens in the May 19 voting.  For many campuses, there will be layoffs next year. 

 

Enrollment and Admissions:  The university system will take 08/09 budget and roll it into 09/10 with 10, 000 fewer students.  We need to be as close to 2 % above target, with money removed if above 2%.  We need to refine enrollment and cannot exclude summer sessions.

 

Financial Aid:  The applicant pool has tripled, with great pressure to serve students.  The Chancellor has asked us to become a direct lending institution. President Karnig asked Dr. Aguilar to extend an invitation to Garret Ashley to campus. 

 

  1. Enrollment Confirmation Deposit Fee:  Bob McGowan discussed 2 handouts from the CSU regarding an executive order to establish an Enrollment Confirmation Deposit fee on campus.   There was discussion to establish a fee at the rate of $100.00 to be charged to first-time freshman entering Fall 2010 and how this fee will impact new student registration which includes transfer students, graduated students and those receiving financial aid.  There will be further discussions on how this fee will be implemented on campus after further review by the campus fee advisory committee.

       

  1. Federal Economic Stimulus Program Initiatives

            Jeff Thompson gave an outline of the federal economic stimulus

            programs.

 

Announcements

 

Pat Arlin announced Just for the Kids - California (JFTK-CA), an affiliate of the National Center for Educational Accountability (NCEA) provides free, and easy to understand data on every public school in California.  Information is accessible at the following website http://www.jftk-ca.org/ 

 

Milton Clark distributed an invitation flyer to the conversations on diversity event to be presented by Jamal Nassar on March 10.

Kevin Katcher provided an update on sports.

 

Eri Yasuhara announced event details for the Youth Wind & CSUSB Wind Ensembles Concert hosted by the music department for this weekend.

 

Karen Bowerman announced that Mr. Andy Taylor from Enterprise Rent-A-Car will be speaking at an event hosted by the CBPA at a lunch meeting on Thursday, March 19.
