  1. Informational Handouts:  President Karnig discussed the following:

An email from Enrique Murillo, dated December 16, entitled “Latinos Paying for College.”

A news item from ASU News, dated January 28, entitled “Message from President Michael Crow” in which President Crow announced the ASU furlough program.

The minutes from the Inland Action meeting dated January 27 regarding the Inland Empire Economic Corporation formed to address the region’s housing foreclosure epidemic.

  1. Board of Trustee’s Meeting – January 27-28, 2009:  President Karnig’s summary of the meeting included:

    • The Committee on Planning, Buildings and Grounds approved the preliminary plans for the Observatory.
    • Dr. Mark Clark made an excellent presentation to the Board on the Intelligence Community Center of Academic Excellence, which is part of a seven campus consortium.
    • Faculty from Long Beach provided a presentation on the Arabic Language program and praised the Arabic program at CSUSB.
    • There wasn’t any positive news about the budget and there is a potential of the state running out of money.  Unemployment in the state is at 9.3%, single family home values have dropped 40% and there is a $42 B budget shortfall that needs to be made up.  In addition, income tax refunds are being deferred and there is a high possibility of IOU pay warrants.
    • If the Governor’s budget is adopted and a 10% fee increase is implemented, the cut to system will be $15.8 M.
    • The Chancellor would like enrollment to not exceed a 2% increase.

  1. Update on the Infrastructure Technology Resource Project, Phase 2.

Mr. Freund reported that ITFP 2 is the first of two four-year refresh cycles designed to ensure that the campus network infrastructure deployed in the first iteration of ITRP keeps pace with technology and the needs of CSU students, faculty and staff.  Beginning in early June, AT&T will remove approximately 375 switches and other terminal hardware stationed in more than 109 telecommunication equipment rooms in 60 buildings throughout the campus and at Palm Desert.

All affected departments will be notified well in advance so that alternative plans may be made as the swapping out of older hardware for new resources may result in being out of business for 2 to 4 hours.  Mr. Freund stated that every effort will be made to keep disruption to a minimum.  Mr. Freund will provide a list of facilities to be affected to Council members.

  1. Announcements

Dean Caballero announced a series of lectures celebrating the bicentennial of Darwin’s birth and the sesquicentennial of “The Origin of Species.”  The lectures are scheduled for February 10, 11 and 12 and are at noon in PL 4005.

Dr. Craig expressed appreciation to Mr. DeMauro for his work in moving the Observatory forward.

Dr. McGowan provided an update on enrollment.  President Karnig stated that it’s important to get to target.

Ms. Frost announced that the Secure IRT Conference is scheduled for March 4-6 in Los Angeles.
